The decision of the Caribbean Agro-Economic Society (CA-ES) to organize an invited paper session around the theme of Carbbean agricultural sustainability issues is significant from a number of perspectives. First, selction of such a topic at this joint American Agricultural Economics Association (AAEA) and CA-ES meeting, is tangible evidence of the cetrality of the sustainalility isses on the development agenda of Caribbean Basin countries.
Second, the CA-ES is revisiting the topic soon after its Twenty-First West Indies Agricultural Economics Conference, with the theme, “Sustainbility Agriculture and Economic Development in the Caribbean”, which was held in Belize, Central America, July 14-18, 1992. This (revisitation) is an indication that there is “unfinished business” regarding the reconcilliation of issues and the implementation of a policy agenda to deal with regional sustainable development. The third perspective is the recognition on the part of the CA-ES, that agricultural sustainability isses transcend narrowly defined sectoral, national, and even regional boundaries.
The title of this paper contains three main elements. These are:(1) “meaning and approaches”, (2) “sustainable agricultural development”, and (3) “Anglo-Caribbean”. These three elements will structure the arguments to be presented. Consider the third element first. The Anglo-Caribbean is defined here to mean the thirteen English-speaking countries forming the economic associtaion known as the Caribbean Community (CARICOM). CARICOM countries (Antigua and Barbuda, Bahamas, Barbados, Belize, Dominica, Grenda, Guyana, Jamaica, Montserrat, St.Christopher and Nevis, St.Lucia, St. Vincent and the Grenadines, and Trinidad and Tobago) are also referred to as the Commonwealth Caribbean.
Consider the other two elements in the title, “meaning and approaches”, and sustainable agricultural development”,
